Dr. Donald T. Simeon was appointed CHRC Director in 2002. A citizen of Trinidad and Tobago, he was educated at the University of the University of West Indies (PhD Nutrition and BSc Agriculture) and the London School of Hygiene and Tropical Medicine, University of London (MSc Medical Statistics).

Dr. Simeon is a Chartered Statistician and Fellow of the Royal Statistical Society, UK as well as a registered Public Health Nutritionist (Trinidad and Tobago and UK). He currently serves as a Board Member of the Geneva-based Council on Health Research for Development (COHRED), Executive Member of the Bioethics Society of the English Speaking Caribbean, on the Management Committee of the Essential National Health Research Council of Trinidad and Tobago and on the Editorial Board of the West Indian Medical Journal. He is also a member of Trinidad and Tobago Association of Nutritionists and Dietitians, American Society for Nutritional Sciences and the International Biometric Society – Network for Central America.

He has published extensively in peer-reviewed international journals, in addition to chapters in books/encyclopedia and other reports. He has also made scores of presentations at international scientific and professional meetings.

Ms. Elizabeth Lloyd, Monitoring and Evaluation (M&E) Specialist has worked with the CHRC in this capacity since 2001. She has responsibility for M&E training and capacity building. She has established an excellent rapport and works closely with partner agencies as well as National AIDS Programmes and Ministry of Health staff in CHRC member countries. She also plays a key role in the management and execution of the various HIV/AIDS M&E projects that CHRC is conducting. Some of her more significant contributions include the conduct of M&E Assessments and the development of M&E Frameworks and Plans.

Ms. Lloyd is passionate about strengthening capacity in the Caribbean to track, report and utilize data for improved programme management, decision making and policy formulation. She has an educational background in Health Sociology, trained at the University of the West Indies in Trinidad and Tobago.

Dr Lennise Baptiste, Monitoring and Evaluation (M&E) Specialist, joined  the  CHRC  in  March  2011.  She holds a Ph.D. in Evaluation and Measurement (focused on program evaluation) from  Kent  State  University,  USA,  an  M.  Ed.   in  Measurement  and  Evaluation  and  a  B.  Ed.  from UWI, Trinidad & Tobago.  She received  the  Michael  Scriven  Dissertation  Award  for  Outstanding Contribution to Evaluation Theory, Methodology  or  Practice.  Her  last  position  was   Lead   Evaluator   at   the   Research   and Evaluation Bureau at Kent State University. As an active member of the American Evaluation  Association (AEA), she serves as co-chair for the Mixed Methodology Topical Interest Groupand Chair of the Oversight Committee for the International Listening Project.
